Coleago and its technology partner Specure provided consulting and executed a spectrum auction 700MHz in Dar Es Salaam, Tanzania

Specure was involved as a subcontractor to the main project contractor Coleago Consulting. Specure’s role in the project was the training of the auctioneer and the bidders, delivery of mock and the real auction.
The auction consisted of four blocks 2x5MHz in the 700MHz band. Another two blocks 2x5MHz were set aside for a later use.
The auction was divided into several phases: primary bid rounds, unsold lot round, assignment bid round and the assignment round. In case that there was not enough demand in the first auction round, an alternative auction process was designed and prepared.
The auction finished with all four blocks sold in a single round. Another positive aspect of the auction was that, as a result of the auction process, a new entrant on the Tanzanian telecom market appeared and got frequencies for building their own 4G network.
